Sexual Boundary Breach	3/31/2012	6/21/2013	Completed	Revocation and Costs	Dr. Ali entered a guilty plea to one charge of unprofessional conduct and was found guilty of unprofessional conduct with respect to three patients after a hearing. He was suspended from January, 2013 to June 21, 2013 pending a penalty hearing. His licence was revoked and he was ordered to pay costs of $48,856.11. On November 29, 2019 the Council agreed to reinstate Dr. Ali’s licence, subject to an undertaking relating to his practice and compliance with College bylaws relating to return to practice after an absence. Records, Falsification of	1/20/2010	3/30/2012	Completed	Suspension, Fine and Costs	Dr. Ali was found guilty unbecoming, improper, unprofessional or discreditable conduct after a hearing before the discipline hearing committee. The discipline hearing committee concluded that Dr. Ali had altered a patient chart by recording racist statements allegedly made by the patient's mother. The discipline hearing committee concluded that the chart alterations were made following a complaint which the patient's mother filed with the College about Dr. Ali's conduct. Council imposed the following penalty: 1) a suspension for six months; 2) a fine of $10,000; 3) an order that Dr. Ali pay the costs of the investigation and hearing in the amount of $29,092.27. On Appeal the Court of Queen's Bench quashed one finding of unprofessional conduct, reduced the fine to $5,000 and reduced the suspension to three months. Records, Falsification of	5/6/2008	11/25/2011	Completed	Suspension, Fine, Costs and Conditions	Dr. Ali was found guilty unbecoming, improper, unprofessional or discreditable conduct after a hearing before the discipline hearing committee. The discipline hearing committee concluded that Dr. Ali's office assistant altered a Medical Services Branch form provided by a physician working in Dr. Ali's clinic and sent the document to MSB. That altered form resulted in Dr. Ali's professional corporation being paid for services rendered by the other physician while working in Dr. Ali's clinic. The discipline hearing committee concluded that this was done at Dr. Ali's direction. The Committee also found Dr. Ali had knowingly given false information to the preliminary inquiry committee that was investigating the circumstances surrounding the altered document. Council imposed the following penalty: 1) a suspension for six months, three months of which would be suspended if Dr. Ali completed a course in ethics approved by the Registrar; 2) a requirement that Dr. Ali take an ethics program in a form acceptable to the Registrar. His right to practise was suspended until he completed that ethics program; 3) a fine of $10,000; 4) a requirement to pay the costs of and incidental to the investigation and hearing in the amount of $31,035.90. Sexual Boundary Breach	8/9/2003	1/6/2005	Completed	Suspension, Costs and Conditions	Dr. Ali was found guilty of unprofessional conduct following a hearing. The committee concluded that Dr. Ali remained in the examination room while his patient disrobed and he did not offer the patient a gown or sheet to allow her to be covered. He also remained in the examination room while the patient was dressing and after the examination was concluded asked the patient if she had a boyfriend and invited her to stay with him at his home in Northern Saskatchewan. The discipline hearing committee found Dr. Ali guilty of unprofessional conduct with respect to a second patient. He commented to that patient that she was overweight because she was lonely, and commented about his own sexual activity. Council imposed the following penalty: 1) a suspension for three months; 2) an order that the suspension would remain in effect until Dr. Ali signed an undertaking that he would: a) enter into a boundaries education program, approved by the Registrar, and complete that program. b) have a chaperone approved by the College of Physicians and Surgeons present for all examinations of adult female patients. c) practise only in an environment in which a sign is posted in the waiting room advising that Dr. Ali will have a chaperone present for all examinations of female patients. 3) a requirement that Dr. Ali pay cost of $20,000.
